Representative Rigzin Genkhang Addresses the Fifth IPAC Summit in the European Parliament in Brussels

Brussels, 09 November: The Inter-Parliamentary Alliance on China (IPAC) convened its Fifth annual Summit in the European Parliament in Brussels from 07-08 November 2025, bringing together more than 60 lawmakers from over 29 countries across six continents to find shared responses to the multiple challenges posed by the People’s Republic of China, and coordinate on concrete legislative campaigns in their respective parliaments.

The summit opened with remarks from MEP Miriam Lexmann and MEP Bernard Guetta, co-hosts of the Summit and co-chairs of IPAC. In their opening statements, they emphasised the urgent need for united international efforts to address the Chinese Communist Party’s human rights abuses, coercive diplomacy, and suppression of democratic values.

Genkhang, the Representative of H.H. the Dalai Lama at the Office of Tibet, delivered a powerful, moving and factual address titled “Erasing Identity: Contemporary Evidence of the Persecution of Tibetans” with a PowerPoint presentation to illustrate key points.

In her 30-minute address, Representative Genkhang provided a comprehensive overview of the PRC’s persistent and continued violations of human rights and its systematic attempts to undermine and erase Tibetan identity and culture. The address also highlighted the geostrategic and environmental importance of the Tibetan plateau, underscoring its significance not only to the region but to South and Southeast Asia.

Representative Genkhang elaborated on the Middle Way Approach formulated by His Holiness the Dalai Lama, the current position of the Central Tibetan Administration to seek a mutually beneficial solution to the Sino-Tibet conflict.

A major focus of the address was the PRC’s continued attempts to interfere in the centuries-old Tibetan reincarnation process, including in the reincarnation of His Holiness the 14th Dalai Lama, which constitutes a direct violation of religious freedom and the right of people to spiritual self-determination.

The address further drew attention to the U.S. legislative initiatives such as the 2020 Tibetan Policy and Support Act (TPSA) and the 2024 Resolve Tibet Act, which represent meaningful steps by democratic governments to counter the CCP’s calculated move to weaponise faith for political control. Representative Genkhang urged the lawmakers to initiate similar legislation mirroring the principles of the TPSA and Resolve Tibet in their respective parliaments to strengthen global solidarity with Tibet.

The address served as both a call to action and a reminder of the long and peaceful struggle for freedom, human rights and cultural preservation of the Tibetan people.

The Summit also featured a keynote address by Taiwan’s Vice President, Hsiao Bi-Khim, who underscored the importance of democratic unity in defending freedom and a rule-based international order.

On the closing day, the participating lawmakers resolved to initiate legislation in their respective Parliaments based on their deliberation, notably among other things, prohibiting China from interfering in the selection of the next Tibetan spiritual leader, the successor of His Holiness the 14th Dalai Lama.

The 2025 IPAC Brussels Summit concluded with a renewed call for solidarity among democratic nations in standing up against authoritarian influence and in defending the universal values of freedom, human dignity, and self-determination.
